ROCKLEDGE BOROUGH COUNCIL
COMMITTEE MEETING MINUTES
OF January 31, 2005

The Rockledge Borough Council met at 7:30 p.m. on January 31, 2005, at the Rockledge Community Center. After the prayer and the Pledge of Allegiance were recited, the roll was called as follows: Mr. Denelsbeck, Mr. Mori, Mr. Beady, Mr. Kelleher, Mr. Warren, Mr. Caffrey, and Mayor Costello.

Motion was made to adopt the agenda. All were in favor.

Law and Planning:

Mr. Beady announced that the Code Book was ready for public inspection and it is hoped that it will be adopted at one of the February meetings. This book includes all of the codified old ordinances.

Finance

Mr. Warren had nothing to discuss at this time.

Public Service

Mr. Caffrey announced that the newsletter would be ready for review next week and will be mailed the following week.

Public Safety

Mr. Mori had nothing to discuss at this time. Mayor Costello commended the Streets Department for the excellent job they did clearing the streets during the recent snowstorm. Mayor Costello reminded residents of snow emergency procedures regarding parking and snow removal.

Streets, Lights, and Sewers

Streets, Lights, and Sewers: Mr. Kelleher announced that the following bids for the traffic signal have been received:

  • Miller Brothers - $80,432.80
  • Carr & Duff - $80,498.75
  • Armour & Sons - $76,832.20
  • Lenni Electric - $69,780.50

Mr. Kelleher made a motion to accept the bid from Lenni Electric per review by the consultant and lawyer for appropriate documentation. Mr. Mori asked if the bid included the enhancements to the Robbins Avenue light. Mr. Denelsbeck answered yes. All were in favor.

Mr. Kelleher expressed his thanks to Chief Leary, the Police Officers, Steve Ovack, and the Streets Crew for their work during the recent snowstorm. Mr. Kelleher made a motion to adopt the standby pay for the Streets Crew in cases of emergency. Standby pay would consist of six-hour increments during any time of the year (not just winter) at the snow pay rate. After some discussion, a vote was taken and the motion was approved 4:2.

Recreation

Mr. Denelsbeck announced that a letter was received from Fox-Rok requesting use of the S. Sylvania field from March 1 through August 30 (Monday, Wednesday, Thursday, Friday, Saturday, and Sunday). The hours of field time they are requesting are from 5:00 p.m. to 8:30 p.m. during the week and 9:00 a.m. to 8:00 p.m. on weekends. Discussion followed regarding the fact that this would not leave any time for Rockledge residents to use the field. A motion was made that Fox-Rok be granted use of the field Monday, Wednesday, Thursday, and Friday 5:00 p.m. to 8:30 p.m. and Saturdays 9:00 a.m. to 3:00 p.m. All were in favor.

Property

Mr. Beady stated they needed to review the final building plans for the Police Station and the Community Center. The cost for the Community Center came in at $206,891.00. The cost for the Police Department came in at $404,031.00. Mr. Madres stated this is the detailed cost estimate that Kise Straw Kolodner put together for the two buildings. All of the changes previously requested have been incorporated in these estimates. Mr. Denelsbeck asked for public comment. Mrs. Ivey asked what the bid had been for new construction. Mr. Denelsbeck stated that bid was for 1.4 million dollars. Mr. Beady made a motion to instruct the manager to put this project to bid. All were in favor.

Personnel

Mr. Caffrey deferred this discussion to Mr. Denelsbeck. Mr. Denelsbeck then read a letter of resignation submitted by Mr. Warren. Motion was made to accept this resignation. All were in favor. Mr. Warren thanked Council for the opportunity to have served with them. Mr. Denelsbeck announced letters of interest for this Council position should be sent to his attention either at his home or at the Borough Office. An appointment will be made on February 14. Two people have shown some interest.

Mr. Denelsbeck read a letter of resignation from Troy Madres, Borough Manager. Motion was made to accept this letter of resignation. All were in favor.

Motion was made to recess to Executive Session to discuss a labor issue. All were in favor.
