ROCKLEDGE BOROUGH COUNCIL COMMITTEE MEETING MINUTES OF February 14, 2005
The Rockledge Borough Council met at 7:30 p.m. on February 14, 2005, at the Rockledge Community Center. After the prayer and the Pledge of Allegiance were recited, the roll was called as follows: Mr. Denelsbeck, Mr. Mori, Mr. Beady, Mr. Kelleher, Mr. Caffrey, Mrs. Walz, and Mayor Costello.
The following additions were made to the agenda: interviewing of two council candidates (Fran Casey and John Wynne) and the swearing in of James Rayhill as a member of the Fire Police.
Motion was made to adopt the agenda. All were in favor.
Council and the Mayor interviewed Fran Casey and John Wynne to fill the vacant Council position. Mr. Casey and Mr. Wynne answered many questions posed by Council regarding their hopes for Rockledge, what they would like to see accomplished in the future, budget experience, strengths, etc. Both men were told that their term would end December 31, 2005 and were asked if they intended to run for re-election in the May, 2005 primary. Mr. Wynne and Mr. Casey both said they did intend to run in the primary.

The vote being 5:1, Mayor Costello swore in Mr. Casey as a member of Council.
Law and Planning:
Mr. Beady made a motion to accept the monthly building inspector’s report. All were in favor.
Mr. Beady announced that the Codified Ordinances would be adopted at the March 14 Council Meeting. Mr. Denelsbeck stated that he wanted the “No Parking” ordinances for Sylvania Avenue to be added to the Codified Ordinances before March 14, and that the No Parking signs should be installed before the traffic light installation is complete.
Finance
Mrs. Walz made a motion to accept the monthly bills, financial, tax collector’s, and mercantile tax reports. Mr. Caffrey questioned the purchase of a large amount of keys for the Community Center. Mr. Madres explained that the lock had been changed to the front door of the Community Center and that the keys were made and distributed to the Daycare, Streets Crew, various groups that use the gym, etc. All were in favor of the motion.
Mrs. Walz read Resolution 2005-01, which would allow the Borough to transfer $100,000 from the Building Fund to the General Fund until the Borough begins receiving some tax revenue. After some tax revenue is received, the money will then be returned to the General Fund. All were in favor of this resolution.
Public Service
Mr. Caffrey announced that the newsletter is ready and will be mailed out next week.
Public Safety
Mr. Mori made a motion to accept the Police, Fire Company, and Second Alarmer’s reports. All were in favor.
Mayor Costello swore in Mr. James Rayhill as a new member of the Fire Police.
Streets, Lights, and Sewers
Mr. Kelleher announced that McMahon Associates reviewed the bid from Lenni Electric and approved it. A pre-construction meeting is scheduled for Thursday, February 17, 2005 at 2:00 p.m. Cut sheets and a tentative schedule will be provided.
The overhead door on the maintenance building is complete.
The Streets Crew is performing preventative maintenance on the trucks. All salt is being cleaned off the truck.
Mr. Mori asked if Aqua is on schedule with the water main work. Mr. Kelleher stated that he hasn’t received any complaints about this construction. A question was raised about work being performed on Fillmore Street. The Borough Manager stated that he would follow up with this matter.
Recreation
Mrs. Walz announced that the next Open Space Meeting is scheduled for Wednesday, February 16, 2005 at 7:00 p.m. at the Community Center. The next Revitalization Meeting is scheduled for Wednesday, February 16, 2005 at 7:45 p.m. at the Community Center.
Property

Personnel
Mr. Caffrey deferred to Mr. Madres. Mr. Madres read some parting words as he will be resigning on 2/25/05.
Mr. Denelsbeck announced that interviews have begun to fill the Borough Manager vacancy. The deadline to submit a resume is 2/20/05.
Public Comment
Mr. Denelsbeck asked for public comment on any topic. Mary Alice Wynne distributed a letter to Council members regarding the traffic problems caused by the water main construction. Jarrett and Robbins Avenue have been closed to traffic at the same time on a few days recently. Some problems arose with parents trying to get into and out of the Holy Nativity parking lot to drop off and pick up their children from the Nursery School. Mr. Madres stated he would speak to the Aqua Project Manager to ensure that these two streets are not closed at the same time in the future.
Mr. Diegel announced that the Rockledge Fire Company will be having a Pancake Breakfast at the Fire Hall on 2/27/05 from 8:00 a.m. to 12:00 p.m. All are invited to attend.
Mr. Aungst reminded everyone that there would be a Zoning Hearing on 2/23/05 at 7:30 p.m. at the Community Center regarding the Austrian Village’s request to install a handicap bathroom.
Mrs. Walz made a motion to recess to Executive Session. All were in favor.
