ROCKLEDGE BOROUGH COUNCIL
COMMITTEE MEETING MINUTES
OF FEBRUARY 13, 2006

The Rockledge Borough Council met at 7:30 p.m. on February 13, 2006, at the Rockledge Borough Hall. After the prayer and the Pledge of Allegiance were recited, the roll was called as follows: Mr. Denelsbeck, Mr. Mori, Mr. Beady, Mr. Kelleher, Mr. Caffrey, and Mr. Casey.

A motion was made to adopt the agenda. All were in favor.

Mr. Mori motioned to adopt the minutes from the January 9, 2005 meeting. All were in favor.

Law and Planning:

Mr. Beady made a motion to accept the monthly Building Inspector’s Report. All were in favor.

Mr. Beady announced that the Zoning Hearing for 620 Huntingdon Pike previously scheduled for February 8 is being rescheduled for Thursday, March 2 at 7:30 p.m. at the Rockledge Borough Hall.

Mr. Denelsbeck stated that this Zoning Hearing was rescheduled due to a family emergency with two members of the Zoning Hearing Board. We have been advised that two alternates for the Zoning Hearing Board need to be appointed so that rescheduling in the future would not be necessary. Mr. Will Stevens and Mr. Harold Praediger have shown an interest in serving as alternates. They would serve a 3-year term. Mr. Caffrey motioned to appoint Mr. Stevens and Mr. Praediger as alternates to the Zoning Hearing Board. All were in favor.

Finance

Mr. Casey motioned to accept the monthly bills, mercantile tax report, financial report, and tax collector’s report. Mr. Denelsbeck announced that the monthly bills need to be in the Borough Office by Friday at 8:00 a.m. for the upcoming Monday’s Council Meeting, or they will not be approved at that meeting. All were in favor of accepting these reports.

Public Service

Mr. Caffrey stated that Mr. Truman is working on a recycling update for 2005 to let us know how we are doing as a community.

Public Safety

Mr. Mori made a motion to accept the Police, Fire Marshal, Fire Company Reports and the Second Alarmer’s reports from November and December. All were in favor.

Streets, Lights, and Sewers

Mr. Kelleher motioned to accept the Streets Department and Streets Opening Reports. All were in favor.

Mr. Kelleher stated that there was a sewer backup on Shady Lane last weekend. Abington had to be called to come in and clean it up. Apparently the backup was caused by an extensive amount of grease. The backup was in the pit. The cause cannot really be determined as the whole Borough drains into Shady Lane. Mr. Kelleher mentioned again how important the purchase of a digital camera is for these situations. Mr. Casey made a motion to allow the Borough Manager to purchase a digital camera up to the amount of $400.00. All were in favor.

Mr. Kelleher asked Mr. Truman to research the McMahon contract regarding LEDs. Mr. Kelleher was under the impression that the installation of the LEDs was included in their proposal. Mr. Truman will look into this.

Mr. Kelleher stated that due to the recent snowstorm over the weekend, the roads are now icing up. Mr. Kelleher will send the crew out tonight to salt the roads. It was felt that the crew did a good job with snow removal over the weekend. Mr. Kelleher stated that Mr. Ovack reported that a problem they are facing is that after the crew has plowed, residents have been seen throwing snow into the streets. Mr. Denelsbeck stated there is an ordinance against this and that they can be ticketed for this.

Recreation

Mrs. Walz was not present at tonight’s meeting.

Property

Mr. Beady had nothing to discuss at this time.

Personnel

Mr. Casey made a motion to allow Brian Berkowitz to complete his internship of 120 hours in the Borough Office. All were in favor.

Mr. Casey announced that they are still in discussions with Mr. Truman regarding his Letter of Agreement.

Public Comment

Mr. Denelsbeck asked for public comment. Ms. Doris Schreck apologized for any problems she may have caused at the previous meeting regarding her signs at Gabby’s Gifts and Collectibles. She asked again what was needed for her to get a sign permit. Mr. Denelsbeck again told her that she should go to the Borough Office on Monday, Wednesday, or Friday between 8:00 and 10:00 a.m. to see the Building Inspector. He will walk through the sign ordinance with her step by step.

Mr. Naudascher commented on the great job of snow removal by the Streets Crew. He stated that something really needs to be done about residents throwing the snow in the street.

Mr. Kelleher commented on a letter he received in his packet about a request for a handicapped parking spot outside of Rita’s Barbershop. Mr. Denelsbeck stated that personally he feels this is not necessary as there are four off-street parking spots on level ground that they choose not to use. Mr. Kelleher stated he will bring this matter up at another time.

Motion was made to recess to Executive Session. All were in favor.
