ROCKLEDGE BOROUGH COUNCIL COMMITTEE MEETING MINUTES OF JUNE 26, 2006
The Rockledge Borough Council met at 7:30 p.m. on June 26, 2006, at the Rockledge Borough Hall. After the prayer and the Pledge of Allegiance were recited, the roll was called as follows: Mr. Denelsbeck, Mrs. Walz, Mr. Kelleher, Mr. Caffrey, Mr. Casey, and Mayor Costello.
Mrs. Walz added the hiring of two substitute aides for the summer camp: change Michael Keller to Drew Seidenburg.
Mr. Casey added a motion to appoint James Caffrey to the Civil Service Commission.
Mr. Denelsbeck added under Law & Planning the approval of the Consortium negotiated agreement with Verizon for franchising fees.
Motion was made to adopt the Agenda as amended. All were in favor.
Law and Planning:
Mr. Denelsbeck announced there would be a Zoning Hearing on Wednesday, June 28 at 7:30 p.m. at the Rockledge Borough Hall regarding an application filed by the resident at 28 Park Avenue.
Mr. Denelsbeck mentioned the negotiated agreement between the Montgomery County Consortium of Communities and Verizon to establish a contract for franchise fees. This appears to be relatively identical to the agreement we have with Comcast. A yes or no vote needs to be provided to the Consortium by tomorrow. Motion was made to accept the agreement. All were in favor.
Mr. Denelsbeck announced a meeting on Tuesday at 6:00 p.m. in the Northampton Township Municipal Building if anyone would like to go. Bucks County Planning Commission is having a meeting regarding the rapid transit system from the Fox Chase terminal to somewhere in Newtown.
Finance
Nothing to discuss at this time.
Public Service
Mr. Caffrey announced that the Red Cross is looking to hold a Blood Drive on July 3 from 1:00 p.m. to 7:00 p.m. They will be parking the Blood Mobile bus in the Holy Nativity parking lot. So far, we have 21 confirmed donors and about 15 walk-ins.
Public Safety
Chief Leary would like to move forward on purchasing some items under the recent $50,000 grant received. Mr. Denelsbeck stated that the proper procedure would be for Chief Leary, Mayor Costello, and the officers make up a list of what they would like to purchase and the costs and it would then be discussed in public. Chief Leary stated he would like to start off by purchasing an evidence camera. Mr. Casey made a motion to allow the Police Department to purchase an evidence camera under the $50,000 grant. All were in favor.
Streets, Lights, and Sewers
Mr. Kelleher stated three quotes were received for replacing the fence in the Borough Hall parking lot: Everlasting Fence, Crown, and Glenside Fence. Crown Fence is the lowest estimate. Motion was made to go with Crown Fence to replace the fence. All were in favor.
Jenkintown has agreed to run their street sweeper down Huntingdon Pike on July 3 in preparation for the parade on July 4. There will be no parking on the pike from 7:00 a.m. to 7:00 p.m. Chief Leary stated that signs would be posted on Sunday. The parade route, staging route, and detour route will also be posted. The Streets Crew will follow the same routine as they do every year for the parade.
A quote was received from Modern Group (the company that installed the generator) in the amount of $383.00 for a one-year contract to service the police station generator. Mr. Kelleher made a motion to accept this quote. All were in favor.
Recreation
Mrs. Walz made a motion to hire Drew Seidenburg and Alyssa Cerminara as substitute aides for the Summer Camp. All were favor. Camp started June 19 and will run through August 11.
The Basketball Program ended on June 18 and it was a success. Mrs. Walz thanked the counselors for their work.
Mrs. Walz asked Mr. Bresnan if she needed to get three quotes to replace the play set at S. Sylvania. Mr. Bresnan told her anything over $10,000 would need three quotes.
Property
Mr. Beady had nothing to discuss at this time.
Personnel
Motion was made to accept Mr. Goldberg’s resignation from the Civil Service Commission. All were in favor. Mr. Denelsbeck thanked Mr. Goldberg for his service. Mr. Casey made a motion to appoint James Caffrey to the Civil Service Commission. All were in favor.
Interviews are continuing to fill the Borough Manager position.
Public Comment
Mr. Denelsbeck asked for public comment. Mr. Aungst reminded Council of the need for a properly marked handicapped parking spot in the Borough Hall parking lot.
Mrs. Poloszay asked about the installation of a security system for the Borough Hall. Mr. Denelsbeck answered that when Mr. Beady returned from vacation they would be addressing this.
Mr. Naudascher asked about getting regular signs instead of paper signs noting the Borough Offices.
Mr. Denelsbeck announced that Council met prior to the meeting and will meet again after the meeting to interview candidates.
Mr. Aungst made mention of the property at 302 Huntingdon Pike regarding overgrown bushes, etc. Mr. Denelsbeck stated that the owner has been made aware of this and that his zoning variance has been removed because of the lapse in time.
Motion was made to recess to Executive Session. All were in favor.
