ROCKLEDGE BOROUGH COUNCIL COMMITTEE MEETING MINUTES OF JULY 10, 2006
The Rockledge Borough Council met at 7:30 p.m. on July 10, 2006, at the Rockledge Borough Hall. After the prayer and the Pledge of Allegiance were recited, the roll was called as follows: Mr. Denelsbeck, Mrs. Walz, Mr. Beady, Mr. Kelleher, Mr. Caffrey, Mr. Casey, and Mayor Costello.
Mr. Kelleher added discussion of the leak in the Ladies Room of the Borough Hall to his Streets Department agenda.
Motion was made to adopt the Agenda. All were in favor.
Motion was made to approve the minutes of the June 12 Council Meeting (Land Development Hearing minutes included). All were in favor.
Motion was made to approve the minutes of the June 26 Council Meeting. All were in favor.
Personnel
Mr. Casey made a motion to hire Mike Hartey as the new Borough Manager. Mrs. Metzinger called the roll:

The vote being 6:0, Mr. Denelsbeck welcomed Mr. Hartey as our new Borough Manager.
Law and Planning:
Mr. Beady made a motion to accept the monthly Building Inspector’s report. All were in favor.
A zoning hearing has been scheduled for Wednesday, July 26, 2006 at 7:30 p.m. regarding 221 Jarrett Avenue. If they are approved for zoning, then they need to apply for subdivision approval from Council.
Finance
Mr. Casey motioned to accept the monthly bills and tax collector’s report. All were in favor.
Public Service
Mr. Caffrey had nothing to discuss at this time.
Public Safety
Motion to accept the Police Report, Fire Marshal Report, Fire Company Report, and Second Alarmer’s Report. Mr. Denelsbeck made reference to the Fire Marshal Report. Three sprinkler heads need to be added in the Borough Hall. All were in favor of accepting these reports.
Mayor Costello thanked the Police Department for their help with the July 4th Parade. He also commended the Fourth of July Association for another great parade. Chief Leary agreed.
Mr. Denelsbeck asked where the Police Department stood with hiring a Police Clerk since it has been a year since this position has been vacant. Chief Leary stated that he was told that this was being put on hold.
Mr. Denelsbeck stated there is a large pile of stone on Sylvania Avenue. Chief Leary stated that this would be handled.
Streets, Lights, and Sewers
Mr. Kelleher motioned to accept the Streets Department and Street Opening Reports. All were in favor.
Mr. Kelleher announced that Crown Fence would be installing the fence in the Borough Hall parking lot during the week of July 17.
The hole in the ladies room of the Borough Hall was caused by a leak in the air conditioning system upstairs at the daycare. The daycare will repair the hole in the ceiling.
The LEDs at Huntingdon Pike and Church Road have been ordered and will be installed by Abington.
Recreation
Mrs. Walz announced that Summer Camp is underway at both playgrounds and will run through August 11.
Property
Nothing to discuss at this time.
Public Comment
Mr. Denelsbeck stated that we need to start thinking about the 2007 budget.
Discussion followed regarding the property at 302 Huntingdon Pike. The Zoning Variance received in 2005 has expired. Property maintenance has been an ongoing problem. Mr. Hartey is awaiting response from the owner regarding this issue.
Chief Leary extended his thanks to the Jenkintown Streets Department for the use of their street sweeper on July 3 in preparation for the parade.
Mr. Aungst asked for an update on Revitalization and Open Space. Mr. Denelsbeck stated that Open Space is at a stand-still. Revitalization: the time frame has been updated for the project to begin in March. The Loney Street Walkway was the Open Space priority and there has been a problem with this. The Parks Advisory Board will be meeting soon.
Mr. Goldberg asked about banners for the Pike. Mr. Beady is researching this.
A resident asked about the property at Fox & Loney and the property maintenance issue. Mr. Hartey stated he spoke to the owner and that he would take care of the broken windows.
Mr. Denelsbeck stated that Council met after the last council meeting in Executive Session and a new Borough Manager was hired.
