ROCKLEDGE BOROUGH COUNCIL
COMMITTEE MEETING MINUTES
OF SEPTEMBER 11, 2006

The Rockledge Borough Council met at 7:30 p.m. on September 11, 2006, at the Rockledge Borough Hall. The meeting was called to order by the Vacancy Chair, Mr. Joseph Costello. Mr. Costello asked for a moment of silence in memory of the events that occurred 5 years ago today, September 11, 2001. After the prayer and the Pledge of Allegiance were recited, Mrs. Metzinger called the roll as follows: Mr. Denelsbeck, Mrs. Walz, Mr. Beady, Mr. Kelleher, Mr. Casey, Mr. Costello, and Mayor Costello.

Mr. Costello announced that he was present as Chairman of the Vacancy Board to call for a nomination for the vacancy on Borough Council. Mr. Denelsbeck nominated Mrs. Patricia Kehoe. The nomination was seconded. Since there were no other nominations, Mr. Costello requested a roll call on the nomination.

Mrs. Metzinger called the roll as follows:

Mr. Beady: Yes
Mr. Denelsbeck: Yes
Mrs. Walz: Yes
Mr. Casey: Yes
Mr. Costello: Yes

The vote being 6:0, Mayor Costello swore Mrs. Kehoe in as a member of Borough Council.

Motion was made to adopt the agenda. All were in favor.

Motion was made to accept the August 14 and August 28, 2006 minutes. All were in favor.

Law and Planning:

Mr. Beady made a motion to accept the Building Inspector’s Report. All were in favor.

Finance

Mr. Casey made a motion to accept the Monthly Bills and Tax Collector’s reports. All were in favor.

Public Service

Mr. Denelsbeck informed Mrs. Kehoe that she will be the Chair of this committee which includes the Newsletter, Recycling, the Website, and Trash. Mr. Hartey will discuss the upcoming newsletter with Mrs. Kehoe along with updates on the Website.

Public Safety

Mrs. Walz made a motion to accept the Police, Fire Marshal, and Fire Company Reports. All were in favor.

Mayor Costello thanked everyone who came out for Crime Night Out last evening. He stated that over the course of 3 hours there were approximately 275-300 people. He also thanked the businesses who made contributions to this event. Mayor Costello extended his thanks to Mrs. Ivey for her help. He also thanked Mr. Hartey for “manning” the Dunk Tank!

Mr. Kelleher asked Chief Leary if anything could be done about the teenage drinking taking place in Scott Park behind Genuardi’s. Chief Leary stated that this is not Rockledge jurisdiction, but they can set up a detail with Abington.

Streets, Lights, and Sewers

Mr. Kelleher made a motion to accept the Streets Department and Streets Opening Reports. All were in favor.

Mr. Kelleher stated that the Crew has been doing regular grass cutting and trimming. The sewers are being checked every week. One of the green LEDs burnt out. Mr. Hartey stated it has already been replaced. Mr. Ovack will get the manufacturer’s specs on these.

Mr. Kelleher, Mr. Hartey, and Mr. Ovack will be meeting soon to discuss specs for a new truck and to discuss the 2007 Budget.

Mr. Casey mentioned that some of the street signs look like they are leaning/and or need to be replaced. Also, a sign should be placed at Huntingdon Pike and Park Avenue noting the location of the Police Station.

Recreation

Mrs. Walz stated that the Parks Advisory Board will meet on Tuesday, October 3, 2006 at the Borough Hall at 5:30 p.m.

Property

Mr. Beady announced that the installation of the alarm system and video surveillance for the Borough Hall will take place the week of September 18.

Personnel

Mr. Casey had nothing to discuss at this time.

Public Comment

Mr. Casey asked if the letters were sent out to the landlords regarding the tenant registration lists. Mrs. Metzinger stated they were being mailed this week.

Mr. Denelsbeck stated that budget discussions will take place at the next two meetings in October.

Mr. Denelsbeck asked for public comment. Mr. Bill Johnson asked why a yellow line can’t be painted on Shady Lane like there is on Rockledge Avenue. Mr. Denelsbeck stated that Shady Lane is actually the jurisdiction of Abington. We will contact Abington and either have them paint the line or we will take care of it.

Mark Kehoe, 206 Blake Avenue, referred to the intersection of Blake and Rockledge Avenues. He stated there are some dead trees and he was concerned that they could potentially come down in a storm. Mr. Ovack and the Streets Crew will take a look at these trees.
