ROCKLEDGE BOROUGH COUNCIL COMMITTEE MEETING MINUTES OF OCTOBER 30, 2006
The Rockledge Borough Council met at 7:30 p.m. on October 30, 2006, at the Rockledge Borough Hall. After the prayer and the Pledge of Allegiance were recited, the roll was called as follows: Mr. Denelsbeck, Mrs. Walz, Mr. Beady, Mr. Kelleher, Mr. Casey, Mrs. Kehoe, and Mayor Costello.
A motion was made to adopt the agenda. All were in favor.
Law and Planning:
Mr. Beady made a motion to enter into a new Planning Assistance contract with the Montgomery County Planning Commission to finish the Rockledge Borough Comprehensive Plan and any zoning changes that may be needed. Mr. Denelsbeck explained that the Comprehensive Plan was supposed to have been completed under the previous contract, however, Council requested that the Planning Commission draft a new sign ordinance and prepare the Open Space Plan; therefore, the Comprehensive Plan was never finished under the old contract. A new contract is needed in order to finish the Comprehensive Plan revisions and possibly any zoning changes that may be needed. All were in favor.
Finance
Mr. Casey made a motion to sign the contract for Bee, Bergvall to perform the 2006 audit. All were in favor.
Mr. Casey announced that budget discussions will begin tonight at the end of the regular meeting.
Public Service
Mrs. Kehoe had nothing to discuss at this time.
Public Safety
Mrs. Walz made a motion to revise Ordinance #590, Section 15-402 regarding parking regulations on Fox Street. The ordinance will be revised to restrict parking from the corner of Loney up to the bank property; there will be no parking Monday through Friday from 7:00 a.m. to 5:00 p.m. All were in favor of revising this ordinance.
Streets, Lights, and Sewers
Mr. Kelleher asked where things stood regarding the parking problem the residents are experiencing on Sylvania Avenue. Mr. Bresnan assured him that he would be sending out a letter this week.
Recreation
Mrs. Walz announced that the Parks Advisory Board meeting scheduled for November 7 has been cancelled as it is Election Day.
Property
:Mr. Denelsbeck announced that the Borough would be contacting Montefiore Cemetery regarding purchasing the section of the Loney Street Walkway that they own. We will also be approaching the residents along the walkway regarding purchasing the part of the walkway that they own so that we can make it a paved walkway. Mr. Beady will be included in these meetings.
Personnel
Mr. Casey made a motion to re-hire Mike Flanagan to work on the Streets Crew. All were in favor.
Mr. Denelsbeck announced that there is a vacancy on the Planning Commission due to the resignation of Mr. Aungst.
Mr. Denelsbeck announced that they would take a 5-minute recess and then reconvene to begin work on the 2007 Budget. All were in favor.
