ROCKLEDGE BOROUGH COUNCIL
COMMITTEE MEETING MINUTES
OF NOVEMBER 27, 2006

The Rockledge Borough Council met at 7:30 p.m. on November 27, 2006, at the Rockledge Borough Hall. After the prayer and the Pledge of Allegiance were recited, the roll was called as follows: Mr. Denelsbeck, Mr. Beady, Mr. Kelleher, Mr. Casey, Mrs. Kehoe, and Mayor Costello.

Mr. Kelleher added some updates to his Streets, Lights, & Sewers agenda.

Motion was made to adopt the agenda. All were in favor.

Law and Planning:

Mr. Beady had nothing to discuss at this time. Mr. Denelsbeck asked if any progress has been made with restructuring the permit fees. Mr. Hartey stated he is working on this.

Finance

Mr. Denelsbeck stated that a few small adjustments were made to the 2007 budget. He read these changes aloud which included a little bit more revenue, but no increase in expenditures. At the recommendation of the auditors, all of the salary has been taken out of Highway Aid and put in the General Fund. This was put in under Recreation – Grounds Maintenance, Equipment and Supplies. The Street Lighting bill was taken out of General Fund and put into Highway Aid. This saves a lot of time in bookkeeping procedures as now the Streets Crew will receive one check from the General Fund. Mr. Casey motioned to adopt the 2007 Budget. All were in favor.

Public Service

Mrs. Kehoe had nothing to discuss at this time.

Public Safety

Mr. Casey made a motion to adopt Ordinance 597 amending Ordinance 590 changing the area of prohibited parking on Fox Street.

Mr. Denelsbeck: Yes

The vote being 5:0, Ordinance 597 is adopted.

Chief Leary announced that Holy Nativity would be having a Christmas Bazaar and Lunch with Santa on Saturday, December 2. Mr. Denelsbeck asked if this was a Community Policing event and Chief Leary answered that this was a private church affair.

Streets, Lights, and Sewers

Mr. Kelleher stated they placed “No Outlet” and “No Parking” signs at South Sylvania. Leaf collection is ongoing.

Recreation

Mr. Casey announced that the Parks Advisory Board would meet on Tuesday, December 5, at 5:30 p.m. at the Borough Hall.

Property

Mr. Beady had nothing to discuss at this time.

Personnel

Mr. Casey had nothing to discuss at this time.

Public Comment

Mr. Denelsbeck asked for public comment. Mrs. Ivey stated that the yellow sign advertising hockey sign-ups is still hanging at 120 Huntingdon Pike. Mr. Hartey stated he spoke with the owner just last week who stated he would be in compliance and remove it by the end of the month. Mr. Hartey stated he would call the owner again tomorrow.

Mr. Kirby, Jarrett Avenue, asked if a resident is allowed to go on another resident’s property to read a permit that is posted in their window. Mr. Denelsbeck stated this would be trespassing. The permit is posted in the window strictly for the Building Inspector not the general public. He also asked about dogs being on leashes. Mr. Denelsbeck stated that all dogs in the Borough must be on leashes. Any stray dogs are to be reported to the Police Department.

Mr. Kelleher announced that the FoxRok 85-pound football team won the Championship this past weekend!

Mr. Denelsbeck announced that Council would adjourn to a brief personnel session. Motion was made to adjourn. All were in favor.
